Shortly after the federal Indian Gaming Regulatory Act (IGRA) was passed in 1988, the Sault Tribe of Chippewa Indians started working with local developers Ted Gatzaros and Jim Papas to open a casino in Detroit. In November 1992, they told the public about their plan. Under the plan, Gatzaros and Papas’s company, 400 Monroe Associates, would give the tribe a 0.28-hectare (0.7-acre) piece of land in Greektown. The tribe would then build and run the casino on the land.

In January of 1999, work on the casino began. It included both the empty shopping center Trappers Alley, which was owned by Gatzaros and Papas, and a new building. The casino was originally thought to cost $115 million, but now it will cost $200 million.

The Sault Tribe was to own 50% of the casino, Gatzaros and Papas and their wives were to own 40%, and a group of local black investors were to own 10%. During Gatzaros and Papas’ background checks, however, gaming regulators found problems, so they were forced to sell their shares. Possible buyers like Millennium Management, Harrah’s Entertainment, MGM Grand, and Park Place Entertainment were involved in the talks. Talks about selling the shares to a group of union pension funds went pretty far. In the end, the tribe paid $275 million over 10 years to buy out the Gatzaroses’ and Papases’ shares. The license for the casino was given in September 2000, and the tribe owned 90% of it.
